Pamela "Pam" Quinn

With four decades of distance learning experience, Dr. Pam Quinn works as an educational consultant who was formerly CEO of Dallas College’s (Dallas County Community College District) LeCroy Center and Dallas Colleges Online. Having pioneered the use of technologies like television, cable, satellite, and the internet, she most recently worked with students and faculty at Tarrant County College in interim roles as Vice President of Academic Affairs and Executive Director of the Center for Teaching and Learning. As a founding board member of NC-SARA, she champions quality options for students navigating educational opportunities at a distance.

As distance learning evolved to online learning, she chaired the National University Technology Network (now Chair Emeritus), the Texas Higher Education Coordinating Board’s Learning Technologies Advisory Committee, the Instructional Technology Council, The Virtual College of Texas, STARLINK, and the North Texas Community College Consortium. Board service included the American Association of Community Colleges, WICHE’s Cooperative for Educational Technologies (WCET), the PBS Adult Learning Service, U.S. Navy College Partnerships, the SREB Electronic Campus, Texas Online Authority appointed by Governors Bush and Perry, and was named the first Texas representative to Western Governors University. She testified before the U. S. Senate’s Web-based Education Commission, inducted into the Halls of Fame for the US Distance Learning Association and the Texas Distance Learning Association, and received the Lifetime Achievement Award in eLearning from the Instructional Technology Council and Outstanding Leader from the Texas Community College Instructional Administrators. Quinn enrolled in the inaugural year of the first fully online doctoral program in Texas where she was recognized as a Lamar University Outstanding Doctoral Student. She earned her masters degree from Texas A&M University-Commerce, bachelors from The University of Kansas, and a certificate in educational management from Harvard University.

Quinn resides in Texas with her husband where they have two grown daughters and four grandchildren.
