Terrence Scarborough
Terrence Scarborough serves as the Director of State Authorization Reciprocity Agreements (SARA) North Carolina for the NCSEAA, an affiliate of the University of North Carolina System Office. In this role, he has the responsibility of coordinating all SARA matters for the state and provides a principal point of contact for the resolution of student complaints. Currently, there are over 100 institutions, from all sectors of higher education, participating in SARA North Carolina.
Prior to his role as Director of SARA North Carolina, Terrence served as the Director of Licensure for the University of North Carolina System Office. As a state regulator, he was responsible for overseeing and managing the state authorization and licensure process for all out-of-state institutions and in-state nonpublic institutions that wished to conduct post-secondary degree activity within the state of North Carolina. Terrence serves as a member of the Board of Directors for the National Council for State Authorization Reciprocity Agreements (NC-SARA) and for Quality Matters (QM). He is also the Chairman of the Southern Regional Education Board’s (SREB) SARA Regional Steering Committee. Lastly, Terrence is a member of the Department of Public Administration’s Advisory Board at North Carolina Central University.
Terrence holds a Bachelor of Arts in Management and Society from the University of North Carolina at Chapel Hill and a Master of Public Administration from North Carolina Central University. He is currently working on obtaining his Doctor of Education in Higher Education Administration with a concentration in Education Law and Policy from Northeastern University.
